
SAN JOSE, Calif. — The two men charged with embezzling for their roles in the construction of secret apartments in Caltrain passenger stations has been sentenced to 120 and 60 days in jail, respectively.
Joseph Navarro, a former Caltrain deputy director, was sentenced on Wednesday to 120 days in county jail and two years of supervised probation after being found guilty of a felony embezzlement charge in April [see “Former Caltrain official convicted …,” Trains News Wire, April 30, 2025].
Seth Andrew Worden, 63, received 60 days a year of probation in a hearing earlier this week, KPIX-TV reports. He had pleaded no contest to misdemeanor embezzlement in January in exchange for testimony against Navarro.
Worden was a Caltrain station manager for Transit America Services, Inc., which is the contract operator of Caltrain commuter rail services. Navarro is a former Caltrain deputy director.
The two men were charged for spending some $42,000 in public money to renovate space in a historic station in Burlingame, Calif., into an apartment for Navarro, as well as $8,000 for another in Millbrae for Worden.
