WASHINGTON — Karen J. Hedlund has been sworn in as the newest member of the Surface Transportation Board, the board announced, allowing the board to maintain to its full complement of five members.

Hedland, confirmed by the Senate on Dec. 16, served as chief counsel and deputy administrator of the Federal Railroad Administration from 2010 to 2014, after serving as chief counsel of the Federal Highway Administration in 2009 and 2010. Since 2014, she has been a consultant advising governmental agencies and private investors on passenger rail and other transportation-oriented projects, including the Northeast Corridor’s Gateway Project.

Prior to her government service, she was a legal advisor for government agencies and private investors on a broad range of infrastructure projects and practiced with national law firms in Chicago, Los Angeles, and Washington.

Hedlund’s term runs through Dec. 31, 2025. She succeeds Ann Begeman, whose term had expired in December 2020 but remained on the board for an additional year pending the confirmation of her replacement [see “Begeman departs Surface Transportation Board …,” Trains News Wire, Dec. 20, 2021].
