Seems wasteful to just vacuum off the excess material. Why not use the method of a nylon / panythose over the end of the vacuum and save your material for future use?
Cork roadbed scraps to wipe the railheads off as you go is another easy way to clean the track while painting the rails.
Instead of using a Bright Boy, before using the paint pen, spread a thin layer of oil on the rail heads. When done painting, use a block of wood to wipe off the oil. I use a paint stirring stick, which you can get free at a big box hardware store.
