
WASHINGTON — Costin Corneanu has been named as Amtrak’s executive vice president, chief financial officer, effective Aug. 4. The Amtrak board approved the appointment today (July 31, 2025).
Corneanu will succeed Tracie Winbigler, who will retire on Jan. 1, 2026. Until then, she will remain in her executive vice president role as chief transformation officer. The transition has been planned, as he has been serving as deputy financial officer since January. As CFO, he will be responsible for planning, directing, and overseeing all of the company’s financial activities.
“Since joining Amtrak in 2020, Costin has been a cornerstone of our financial leadership, bringing deep expertise and strategic insight to the table,” Amtrak President Roger Harris said in a press release. “As we navigate this historic surge in demand, he’s exactly who we need to guide our finance team as we reimagine what modern rail travel can be.”
Corneanu previously spent eight years at Spirit Airlines and four at US Airways. Amtrak said he has excelled at partnering with internal stakeholders who improve performance and efficiency.
