Henry promoted from director of rail operations

Virginia Railway Express logoALEXANDRIA, Va. — Virginia Railway Express has named Chris Henry as its new chief operations officer, the commuter agency announced on Friday, March 13. The appointment was effective Saturday, March 14.

Henry, who had been serving as VRE’s director of rail operations, becomes the first COO for the agency since 2019, when Rich Dalton was promoted to CEO from chief operations officer. He joined VRE as director of operations in 2010.

In his new position, Henry will work with recently appointed CEO Katie Choe to ensure VRE’s readiness for service increases under its System Plan 2050. Choe became CEO in January [see “Choe named …,” Trains.com, Dec. 5, 2025]. Henry also will oversee the departments of Rail Operations and Mechanical Operations.
