SEATTLE — Sound Transit has announced the addition of three executives, including the return of a longtime staff member as deputy CEO.
Returning in the deputy CEO role is Brooke Belman, who spent nearly two decades at the Seattle-area transit operator. Her prior term at Sound Transit included terms as interim CEO and deputy CEO of system expansion. She will support strategic planning, work with the Federal Transit Administration, and co-lead the senior leadership team.

Working alongside the leadership team, we will advance strategic planning, enhance the service our riders rely on, strengthen partnerships, and deliver capital projects that will shape and connect our region for generations.”
Also joining the agency as of Feb. 9 are Jessyn Farrell, executive director of government and community relations, and Marshall Foster, chief planning and development officer.
Farrell’s experience includes serving as a state legislator, executive director of transportation choices, and Seattle’s deputy mayor. “I look forward to building upon strong partnerships with local and state government partners, ensuring we can continue to expand safe, reliable transit for future generations,” Farrell says.
Foster will lead the newly established Office of Planning and Development. He has more than 25 years of experience with large-scale projects, and will be charged with ensuring the agency plans effectively for major projects and can deliver an agency-wide strategy for growing and maintaining its system. “My goal in this new role,” he said, “will be to lift up and align planning functions across the agency — to ensure we are planning for the long-term, creating partnerships that deliver great projects, and make the most of every opportunity to bring benefit to the region we serve.”
