CLINTON, Iowa — The Iowa Transportation Commission, which oversees transportation planning for the state, approved $3.3 million in grants and loans for four rail infrastructure and related projects within the state at its Oct. 14, 2025, meeting.
Receiving a $1.469 million grant was a new box manufacturing plant being built by International Paper in Waterloo, Iowa. The $260 million facility, which received a package of tax breaks earlier in the year, will include a new Canadian National rail spur to be built by the city.

Loans totaling $1.878 million went to three projects: Two, of $803,000 and $256,000, involving the Floyd Valley Transload, a BNSF-served facility in Sioux City, and one for $792,000 for expansion of Burlington Junction Railway’s transload yard in Le Mars.
The funding is under the state’s Railroad Revolving Loan and Grant program. The state Department of Transportation says the projects are expected to support creation and retention of 201 jobs within three years of completion.
